Mandate

 

UNICEF is mandated by the United Nations General Assembly to advocate for the protection of children's rights, to help meet their basic needs and to expand their opportunities to reach their full potential.


UNICEF is guided by the Convention on the Rights of the Child and strives to establish children's rights as enduring ethical principles and international standards of behaviour.

UNICEF insists that the survival, protection and development of children are universal development imperatives that are integral to human progress.


UNICEF is committed to ensuring special protection for the most disadvantaged children – victims of war, disasters, extreme poverty, all forms of violence and exploitation, and those with disabilities. The most disadvantaged children and the countries in greatest need have priority.


UNICEF responds in emergencies to protect the rights of children. In coordination with United Nations partners and humanitarian agencies, UNICEF makes its unique facilities for rapid response available to its partners to relieve the suffering of children and those who provide their care.


UNICEF works with all its partners towards the attainment of the sustainable human development goals adopted by the world community and the realization of the vision of peace and social progress enshrined in the Charter of the United Nations.

Involvement with SBP

 

UNICEF’s Standby Partnership programme is a key tool to enable us mobilize to act, in complex protracted crises, sudden-onset or slow-onset disasters, public health emergencies, and large- scale refugee and migration crises. Since 2005 UNICEF has partnered with deploying organizations from government, civil society, and the private sector bringing us exceptional expertise and skills, to allow UNICEF to rapidly scale up our response and then sustain it in protracted crisis. Typical deployments are rapid individual missions of expertise for temporary additional support to UNICEF and UNICEF- led clusters. In addition, Standby Partnerships can support service packages that supply teams of experts, or experts with specialist equipment to impact the humanitarian response. 


Lastly, Standby Partnerships support coordination through deploying Cluster Coordinators and Information Management experts to the WASH, Child Protection, Education and Nutrition Cluster Rapid Response Teams.


The Standby Partnership programme is managed by the Inter Agency and Humanitarian Partnerships Section (IAHP) in the Office of Emergency Programmes (EMOPS), based out of Geneva Switzerland.  Today the Standby Partnership programme deploys 200-250 experts per year, representing a value of USD12-14 million dollars to humanitarian responses.

UNICEF has been contributing and engaging with the SBP Nnetwork in the following ways:

  1. Financial contribution to the SBP Network, including by supporting its core staff.

  2. Participation and active engagement in at least one of the existing Working Groups.

  3. Participation in the Steering Committee. UNICEF was also previously the deputy chair of the SBP Nnetwork’s Steering Committee.

  4. Participation and engagement at the Annual Consultation and Mid-Annual Consultation.
