Mandate and operations

 

All over the world Dutch water experts are involved in water related projects. This expertise can be deployed during water-climate- related emergencies as well. In order to facilitate this, the DRRS programme, a continuation of DSS water, was established in 2023 as an initiative of the Dutch Ministry of Foreign Affairs and the Ministry of Infrastructure and Water Management, the Netherlands Enterprise and Development Agency (RVO), and the Netherlands Red Cross.


In early 2020, RVO[1] expanded with a Mental Health and Psychosocial Support (MHPSS) component, in response to the growing need for psychosocial support during emergencies and in humanitarian settings. This new component was an initiative of the Dutch Ministry of Foreign Affairs, implemented by the Netherlands Enterprise and Development Agency (RVO), in cooperation with the Inter-Agency Standing Committee Reference Group on MHPSS. As of 2024, this programme continues as the MHPSS Surge Mechanism.

Standby Partnerships programme

 

The DRRS programme and the MHPSS Surge Mechanism provide surge support in emergencies and contribute to saving lives and alleviating suffering of vulnerable people by enabling international humanitarian aid organizations and their members to mobilise relevant experts on MHPSS and water management, WASH, and other fields of expertise that might be required by WASH Teams or Clusters for improved response during and immediately after a disaster. In order to facilitate the deployments, RVO manages a roster of experts in the fields of MHPSS and WASH:

The DRRS programme and the MHPSS Surge Mechanism have been contributing and engaging with the SBP Network in the following ways:

2. Participation and engagement at the Annual Consultation and Mid-Annual Consultation.
